Perkins Consortia must meet the negotiated performance indicators required under the law by the US Department of Education in the areas of completion, retention, and placement. Targets are negotiated annually and Consortia must meet their targets with in 90% of the agreed upon level or develop an  improvement plan that must be included in their annual plan for the following year. Consortia that do not meet  their negotiated targets for 3 years must request and receive technical assistance from  state CTE leaders. The completion, retention and placement indicators are as follows:  

Secondary Indicators

  • 3S1 Student rates of attainment for receiving a secondary school diploma
  • 4S1 Student graduation rates as described in the ESEA.
  • 5S1 Student placement in postsecondary education or advanced training, in military service, or in employment.

Postsecondary Indicators

  • 2P1 Student attainment of an industry recognized credential, certificate, or a degree.
  • 3P1 Student retention in postsecondary education or transfer to a two-year college or a four-year university.
  • 4P1 Student placement in military service or apprenticeship programs or placement or retention in employment, including placement in high-skill, high-wage, or high-demand occupations or professions.


Technical Assistance for Student Success Indicators might include assistance with identifying targeted strategies for your consortium to improve student completion, retention and placement rates and the assistance with development of an improvement plan for these indicators.
